GARBAGE DISPOSAL:
Landfill Site is located at 573 Calabogie Road. Hours of Operation are Tuesday, Thursday & Saturday from 8:30 a.m. to 4:00 p.m. There will be NO ACCESS to the Landfill site at any other time.

All documents posted below are reproduced in PDF format for the Adobe Acrobat Reader. If you have not already downloaded your free reader, go to www.adobe.com to get yours.

GARBAGE LEVIES ARE INCLUDED ON THE TAX BILL
The garbage levies are based on the total cost of the landfill site, recycling collection, waste collection and future closure of the site, therefore all taxpayers are levied a garbage rate on their property to incorporate the total costs.

The rates are as follows:

Residential $180.00 per year (full service)
Cottage $135.00 per year (May to October service)
Landfill $40.00 per year (no services, but have access to the landfill site throughout the year)
Commercial $330.00 per year x no. of units of collection (full service)

GARBAGE COLLECTION WEEKLY:
All garbage and Blue boxes must be placed at the curb by 7:30 a.m. the day of collection. McNab/Braeside Township policy allows a maximum of two regular sized green garbage bags. Bag size is 26"x 32 ½" or an equivalent container of 67 litres each week. Please check the size of your bags or containers. A yellow tag must be attached to each extra regular sized bag and placed at the curb for pickup. Tags can be purchased at the Township Office, Robbin's Confectionery in Braeside, White Lake General Store, Antrim Truck Stop and Country View Mini Mart.

Helpful Hints to Prevent Nuisance Bears and Birds:

• Put garbage and recycle containers out for pickup on the morning of collection day.
• Rinse containers before disposal or recycling.
• Wash garbage cans and recycling containers frequently.
• Place garbage bags in containers with lids at the curb.
• Do not put meat, fish or other sweet foods in backyard composter. Keep items in your freezer until collection day.

Garbage/blue box area map

RECYCLING COLLECTION BI-WEEKLY:
Please check the Calendar for pickup dates, Holiday Schedule and recycling list for pickup. Current pickup times may change during the day. Please have your blue box at the curb by 7:30 a.m. the day of collection. Do not put recycling items in clear bags, garbage bags or garbage containers. Please use standard Blue Boxes (18” x 20” x 21”) or equivalent size containers.

ALWAYS FREE IF SORTED:

• Cardboard (flatten)
• Scrap Metal (except any refrigerated appliance without O.D.P. Sticker)
• Brush & Clean Wood (untreated wood- no paint or stain)
• Leaf & Yard Waste
• Recyclables (check the list for recycling items)

FREE VOUCHER FOR HOUSEHOLD GARBAGE ONLY:
The Township provides one free voucher by household each year for household garbage. The voucher is mailed in March with the Interim Tax Bill for residents who are levied a residential/cottage garbage levy on their tax bill. The voucher can be used throughout the year and expires at the end of December each year.

TIPPAGE FEES:
The landfill attendants accept cash or cheque for tippage fees. Please no postdated cheques. Residents and general contractors working for residents must show proof of residency before depositing garbage. View Fee List.

CONTAMINATED SOIL:
The landfill site will accept contaminated soil after the following conditions are met:

• Proof that the soil is from within the boundaries of the Township.
• Copy of the Lab test showing all data, which is verified by the Township's consultants that it meets the conditions of the Township Certificate of Approval for the Landfill Site.
• Estimate of the total amount of soil in cubic yards to be deposited at the landfill site in writing by mail or fax to the Waste Co-ordinator.
• Deposit of 50% of the total tippage fee is required and must be received by the main office before deliver of soil begins. (Calculated at number of cubic yards times price per cubic yards).
• Advance notice of 3 working days to the office before the soil is delivered to the site. If a contractor wants to deliver soil other than the scheduled working days an extra charge will be applied.

Checklist Emergency Food & Water Kit
Have at least a three-day supply of food and water on hand. Choose ready-to-eat foods that your family likes. Choose food that does not require refrigeration. Have at least four litres of water per person per day, two for drinking and two for food preparation, hygiene and dishwashing.

Stock the following canned foods such as soups, stews, baked beans, pasta, meat, poultry, fish, vegetables and fruits. Include other items such as crackers and biscuits, honey, peanut butter, syrup, jam, salt and pepper, sugar, instant coffee and tea. Note: Replace canned food and dry goods once a year. Also have knives, forks, spoons, disposable cups and plates, manual can opener, bottle opener, waterproof matches, plastic garbage bags, fuel stove and fuel. Note: Do not use a BBQ indoors.

Other items that you should have in the kit are a flashlight, radio, extra batteries, first aid kit, candles and matches/lighter, extra car keys and cash, identification for everyone and personal documents, clothing and footwear (one change per person), blankets or sleeping bags (one per person), toilet paper and other personal supplies, backpack or duffel bags to carry everything, playing cards or games and prescription medication and extra eye glasses. Keep at least one week's supply of medication in your kit and include copies of prescriptions for your medicine and glasses.

Special needs kit for babies and toddlers are diapers, bottled milk, toys, crayons and paper.

Car Kit should contain a shovel, sand and salt or kitty litter, traction mats, tow chain, compass, cloth or paper towel, warning light or road flares, extra clothing and footwear, emergency food pack, axe or hatchet, booster cables, ice scraper and brush, road maps, matches, a survival candle in a deep can to warm hands, heat a drink or use as an emergency light, fire extinguisher, methyl hydrates for fuel line and windshield deicing, a flashlight, first aid kit with a seatbelt cutter, and survival blankets.

Be Ready to Evacuate
If the emergency is serious enough, you may be asked to leave your home and go to a nearby evacuation centre, like a school gym or a community hall.

• leave immediately
• take your emergency survival kit with you
• listen to the radio and follow instructions from local emergency officials
• if you are instructed to do so, shut off water, gas and electricity
• make arrangements for pets.
• wear clothes and shoes appropriate to conditions
• lock the house
• follow the routes specified by the officials. Do not take shortcuts. A shortcut could take you to a blocked or dangerous area.
• if you have time, leave a note telling others when you left, and where you went.
• if you are evacuated, sign up with the registration centre so you can be contacted or reunited with your family and loved ones.
• If you have to evacuate your home for a prolonged period during a winter power failure, drain the water from the plumbing system. Starting at the top of the house, open all taps and flush toilets several times, and open the drain valve in the basement. Drain your hot water tank by attaching a hose to the tank drain value and running it to the basement drain. If a gas fired water tank, the pilot light should be turned off, and a local gas dealer should be called to relight it. Also unhook washing machine hoses and drain.

The Township requires that all pertinent information be submitted in order to be deemed a complete application, the omission of information will delay the processing of your application. The Registered Owner of the property must sign the application. The Committee of Adjustment consists of three people who have been appointed by Council. The Committee consults with public bodies which have responsibilities for matters that may be affected by a minor variance. Some of these bodies may include the local planning municipality, public health unit, County of Renfrew and Trans Canada Pipeline etc. A detailed to scale sketch of the subject lands is required and is to include the following information (inaccurate and/or incomplete sketches will not be accepted):

• Name of owner
• A north arrow and scale
• An accurate plan of the entire property drawn to scale, including all lot dimensions
• Location and size of existing buildings/structures, including setbacks and yard distances
• Location and size of proposed buildings/structures, including setbacks and yard distances
• Location of area for existing and proposed septic system and well
• Location and dimensions of access driveways
• Locations of existing right-of-ways or easements
• Location of existing and proposed vegetation

An application for a Minor Variance is reviewed by the Committee of Adjustment at a public hearing. The Committee considers the merits of the application to determine if the proposal is in conformity with the Official Plan and Zoning By-Law, is appropriate development of the land and is minor in nature. Applicants or authorized agents are encouraged to attend and any interested person may attend. The Planning Act requires that property owners within 60 meters of the subject property be given notice of any application for consent.

The decision, whether approved or denied, shall be in writing and set out the reasons for the decision. A decision of the Committee of Adjustment can be appealed within twenty (20) days of the date of the decision. If no appeal is received within twenty (20) days, the variance is considered final.

<![CDATA[The Consent Process]]>http://www.mcnabbraeside.com/municipal-services/building-and-zoning/the-consent-process-3801.htmlhttp://www.mcnabbraeside.com/municipal-services/building-and-zoning/the-consent-process-3801.htmlFri, 24 Mar 2017 8:20:58 -0700A land severance is the authorized separation of a piece of land to form two new adjoining properties. This is commonly known as a consent. It is required if you want to sell, mortgage, charge or enter into any agreement for (at least 21 years) a portion of your land. If the two parts are split already, by a road or railway for example, consent is not needed.

Before you apply for a land severance, you should consult with municipal staff and/or the consent granting authority in your area. They will be able to tell you how to apply, what supporting material you must submit (e.g. sketches, plans), if there are any special land severance requirements set out in the official plan and what other permits and approvals (e.g. septic tank permit) may be required.

When applying for a severance, you will be charged a fee for processing the application. To determine the processing fee in your area, contact the appropriate consent granting authority.

As an applicant, you are usually required to fill out a consent application form provided by the consent granting authority.

A typical application form contains both the information which is prescribed by minister's regulation as well as additional information which the consent granting authority may require. The more information provided, the less likely delays will occur in the review.

If you do not provide all the information prescribed by minister's regulation, the consent granting authority may refuse to accept or to further consider your application. Also, the 90 day time frame for making a decision does not begin until all the prescribed information is received. You are encouraged to contact the appropriate consent granting authority if you need help in assessing what information is required.

The consent granting authority may consult with agencies, boards, authorities or commissions before making a decision.

McNab/Braeside is committed to promoting a proactive and co-operative approach among developers, local interests and provincial governments as partners in the development of our communities. Ultimately, we all share in the responsibility to establish and provide necessary standards that help in creating communities that are well planned, economically viable and sustainable.

McNab/Braeside has a responsibility to make sure the consent conforms to planning policies and sound practices before recommending approval. Before a consent is approved a number of concerns must be addressed appropriately during the approval process. Planning issues are addressed by the local municipalities on behalf of public interests. In addition, Federal and Provincial interests are also addressed. Hence, a typical consent application will be reviewed by a various agencies and ministries as required.

To sever land under the jurisdiction of McNab/Braeside an application to sever is required. Proponents are encouraged to contact the local municipality to gain a better understanding of planning policies and procedures required to successfully sever their land. The general process followed to deal with consent applications is outlined herein. In addition, the contacts in local municipalities and the Township of McNab/Braeside are provided.

Checklist

In considering each application for land severance, the consent granting authority evaluates the merits of each proposal against criteria such as:

• conformity with the official plan and compatibility with adjacent uses of land
• compliance with local zoning by-laws
• suitability of the land for the proposed purpose, including the size and shape of the lot being created
• adequacy of vehicular access, water supply, sewage disposal
• the need to ensure protection from potential flooding
• In considering a consent application, the consent granting authority shall have regard to the Provincial Policy Statement.

The decision, whether approved or denied, shall be in writing and set out the reasons for the decision. A decision of the Committee of Adjustment can be appealed within twenty (20) days of the sending of the notice of decision. If no appeal is received within twenty (20) days , the variance is considered final.

The first tax bill is the interim tax bill with one instalment due at the end of March. The Interim Tax Bill is calculated at 50% of the previous year's total Taxes Levied. The Final Tax Bill is calculated using the current market value assessment times the tax rates less the interim bill amount, and the balance is divided into two instalments due at the end of July and September. The Explanation of Tax Changes with be enclosed with the Final Tax Bill. This form will explain the tax changes from the previous year to the current year and where the increase or decrease of levy changes will be allocated to, the Upper Tier (County of Renfrew), the Lower Tier (Township) and the Provincial Education. The Township must levy and collect taxes on behalf of the County of Renfrew, School Boards, and for its own purposes.

All property owners receive a "Notice of Assessment" from the Municipal Property Assessment Corporation of Ontario for the 2017-2020 property tax years. This document indicates the market value of your property as of January 1, 2016. This value will be used for tax calculations. The Township does not establish the value of your property, Municipal Property Assessment Corporation of Ontario MPAC does. If you disagree with the current market assessment on your property contact MPAC at 1-866-296-MPAC (6722), or online at www.mpac.ca or by e-mail to enquiry@mpac.ca

Property owners are encouraged to visit www.aboutmyproperty.ca to confirm their property details and compare their property with others in their neighbourhood. Login information is included with every Assessment Notice mailed.

Request for Reconsideration (RfR) - There is no charge for requesting a reconsideration. For the 2017 tax year, an RfR can be filed up 120 days from the issue date on the Property Assessment Notice. For the 2018 to 2020 tax years, the deadline is March 31 of the taxation year for which the assessment applies. A RfR must be submitted in writing and it is important to include the basis for the review. Such items should be property comparisons, sales information, rental data, farm leases, etc. Some reasons for filing a RfR are:

• the assessed value of the property appears to be considerably different from similar properties in the area.
• a person is wrongly placed on or left off the assessment roll
• school support is incorrect.
• MPAC's records are incorrect (e.g., wrong lot size, building area).
• property was purchased close to the valuation date for a significantly different amount than the assessment value.
• the value, classification or effective date on the omitted or supplementary property assessment notice is incorrect.
• other factors that negatively impact the property's current value which may not be reflected in the current value assessment

Notice of Complaint with Assessment Review Board - the complaint, copy of your Municipal Property Assessment(MPAC) Notice and required fees must be filed by March 31. Please note that the filing fee is non-refundable, except where provided for by Ontario Regulation 320/01. Forms can be obtained at the Municipal Office or MPAC www.arb.gov.on.ca.

Current Value Assessment - The price a property might reasonably be expected to sell for if sold by a willing seller to a willing buyer after appropriate time and exposure on an open market. The date is January 1st and is set by the Provincial Government.

How current value assessment is determined - MPAC compares sale prices of similar properties to the property being assessed. This approach is used for single family residences, vacant land and apartment buildings. When assessing a manufacturing plant MPAC could use the cost approach method, where the current value of land + cost of improvements - depreciation = value of property.

There are seven major property classes:

Class 1 Residential residential homes, cottages, other buildings, vacant land
Class 2 Multi-residential apartment buildings
Class 3 Commercial selling of goods
Class 4 Industrial manufacturing goods
Class 5 Pipeline pipeline
Class 6 Farm Ministry of Agriculture sets the criteria for farm class
Class 7 Managed Forest Ontario Forestry Association sets the criteria for managed forest

Omitted Property Assessment Notices/Tax Bills are issued when the current value assessment for an improvement was not previously recorded on the annual assessment roll which is received by the municipality the beginning of each year. The municipality can collect property taxes for the current year and, if applicable, for any part or all of the previous two years.

Supplementary Property Assessment Notices/Tax Bills are issued when there has been a change to a property during the current taxation year due to a change in property classification, an addition, renovation or new construction. The municipality can collect property taxes from the date of use to the end of the current year.

Farm Property Class Tax Rate Program determines the eligibility of a working farm property for a property tax reduction. For a list of criteria and further information, please contact the Ontario Ministry of Agriculture and Food at 1-800-469-2285. Please note that there is a deadline for applications.

Managed Forest Tax Incentive Program determines the eligibility of a forested property for a property tax reduction. For a list of criteria and further information, please contact the Ontario Forestry Association 1-800-387-0790 or the Ontario Woodlot Association at 1-888-791-1103. Please note that there is a deadline for applications.

Conservation Land Tax Incentive Program determines the eligibility of a swamp or wetland for a property tax reduction. For a list of criteria and further information, please contact the Ministry of Natural Resources 1-800-268-8959. Please note that there is a deadline for applications.

Property Tax Adjustments - a resident may apply for reduction of taxes under Section of the Municipal Act 2001 for the following reasons:

• change of tax class from commercial to residential or if the land becomes vacant
• land has become exempt from taxation during the year (MPAC decision)
• razed or damaged by fire, demolition so as to render it unusable
• a mobile unit is removed
• the applicant is unable to pay taxes because of sickness or extreme poverty
• gross or manifest clerical error to typographical error not an error in judgement in assessing the property
• repairs/renovations preventing normal use for a period of three months.

Commercial Vacancy Rebate Program - to be eligible for a rebate, a building or portion of a building must be vacant for at least 90 consecutive days. The deadline for submitting applications is February 28th of the year following the taxation year to which the application relates. A building or portion of a building is not eligible if it is used for commercial or industrial activity on a seasonal basis, or if the period of vacancy was subject to a lease or was included in a subclass for vacant land.

Mayor’s Message

In the two years since your new Council was elected, we have worked hard to move the Township forward in a number of ways. These measures include:

• revamping the website
• updating processes and procedures
• addressing road and building maintenance
• upgrading municipal equipment to provide better, more efficient service
• hiring additional staff to meet the ever-growing and -changing needs of our municipality

In this second half of our mandate, our focus will continue to be to implement initiatives that align with Council’s vision for a modern, progressive Township.

These initiatives demonstrate a commitment to invest in our residents and in our businesses. They also underpin the hard work of our citizen-driven committees.

This year marks a pivotal point in the progress we have made on these fronts. This year, a great deal of behind-the-scenes work and collaborative efforts with our residents through town hall sessions and online tools will culminate in a number of significant initiatives:

Buildings

• an approved design for the new municipal building
• a replacement of the aging, crumbling recreation centre in Braeside
• an update to the rink and, hopefully, renovation of the White Lake recreational building
• a major renovation to make the Perneel building in the central part of the Township a four-season recreational and community gathering space

Recreation

• completion of a 10-year Recreation Plan
• drafting of a Parks and Trails framework document
• the start of an annual upgrade to the CN recreation trail
• more work under way to create a trail and make improvements at Clay Bank Park
• cleanup at Alexander Stewart Provincial Park and a focus on using this resource for outdoor educational purposes

Economic Development

• development of a slogan and logo for the Township
• creation of new signage to reflect our slogan and logo

This year is also a significant year for the country as a whole. The Township is planning a cross-municipal relay to mark this major anniversary. It will be an opportunity to:

• showcase our municipality to others
• engage residents of all ages and abilities
• unite residents from all parts of the township

The relay will take place on June 24. It will start at Sand Point and wind its way through the Township to end at White Lake. Stay tuned for more details!

Energy East will require a recommendation from the National Energy Board (NEB) to Federal Cabinet for approval. As part of the approval process, the NEB will conduct public hearings. Members of the public and interested parties have applied to the NEB to intervene (present their opinions).

The pipeline in the Township

Two pipelines cross the Township of McNab/Braeside and go underneath the Madawaska River:

• one will remain a natural gas pipeline
• the other larger one (42 inches in diameter, except where it crosses the river, where it is 36 inches) will be converted

The pipeline to be converted to carry crude oil will be enlarged to 42 inches in diameter underneath the Madawaska River. This will be done by using a technique called horizontal directional drilling.

In the revised plan, a pumping station will now be required and will be located somewhere in the Township.

Council’s two major concerns are that:

• the integrity of all of our water systems are protected
• construction of the pipeline underneath the Madawaska River will not affect any aquifers currently providing fresh water to area residents

Council has been and continues to be in contact with TransCanada, and has submitted a request to the NEB to be considered for intervenor status. Other actions have also been taken. These include:

• attending a public hearing conducted by the Ontario Energy Board (OEB) in early 2015 — attended by Councillors Mark Mackenzie and Heather Lang
• submitting a report to the OEB [Lindsey, put link to report here and send it to web designer] outlining Council’s concerns in conjunction with The Greer Group
• submitting a formal request to the NEB asking for intervenor status

The Council will continue to work within the process to insist on the highest standards available to protect our water.

Notice: The Township of McNab/Braeside has been granted intervenor status by the National Energy Board. A presentation will be made to the NEB in November 2016 in Kingston.

A PENALTY OF 1¼% per month will be added to any outstanding amount on the 1st day of each month until paid. Failure to receive a Tax Bill does not relieve the Taxpayer from payment of Taxes or Penalty. If a property has changed ownership, please return the Tax Bill to the Township Office.

Payments by Mail - Remove the stub from your tax notice, attach it to your cheque and mail it to the Township of McNab/Braeside, 2508 Russett Drive, R.R.# 2, Arnprior, Ontario, K7S 3G8. and include any changes or corrections to addresses. When mailing a remittance, the taxpayer assumes the responsibility for late arrival of payment to the office. The date you mail your remittance does not constitute payment. Failure to receive payment in the tax office on/by the due date will result in penalty charges. If payment is made by mail or after hours and you require a receipt, please include the complete bill with your cheque. The bill will be receipted and returned to you by mail.

Payments by Bank - Taxes are payable at the Bank of Nova Scotia in Arnprior before the due date only. The delay in bank processing or the use of Automated Teller may result in late payment charges, as well as payment made to a Bank other than the Bank of Nova Scotia, Arnprior, for which the ratepayer will assume responsibility. Payment must be made in Canadian funds. If US funds are received the exchange rate will be calculated by the bank using the date of deposit.

Internet & Telephone Banking with the following banks - CIBC, Bank of Montreal, Royal Bank, TD Canada Trust, and Bank of Nova Scotia. Post dated cheques - are accepted any time at the Township Office.

A fee will be charged each time a cheque is returned from a bank or other financial institution due to insufficient funds. This charge is billed to offset costs for processing a returned cheque.
